Here's what I found:
First, about American Free Press. I don't think this is an organization I would trust for any kind of information:

Yes, I'm keeping my eye out for the Time article...hopefully the issue's just been blown out of proportion...it seems the only "pay-per-use internet" that's been mentioned has been that which can be accessed via mobile phone/device.
On the other hand (devil's advocate time again hehe), wireless mobile internet access seems to be the "wave of the future", so to speak...how long before the image of one being figuratively chained to a desk in front of a big, bulky box is seen only in history books (or on the history websites we'll be paying some faceless corporation to make available to the masses)? I seem to remember a TV ad to this effect a few years back.

They`re always in need of something to blow out of proportions. Hopefully this is one of them. If not then its time to study to become a hacker just for the sake of being able to freely roam the web.

Though, really, I would not be at all surprised if net neutrality is on its way out. A few years back there was a site that listed every US Congressman's record on net neutrality issues, and the majority appeared to care nothing for it.
