Afaik its for pistols (not sure) and you get it from an NPC either in DoY or near Juggernaut Facility. I had one in Beta.
The shots look like the DoY Raygun - red raygun bullets. Couldnt really test it in beta, so i dont know much about its damage.
Talk with either Iglo or Asterix from r2k about it, they were the first ones to find one.
