Turbo Charged Tech Deal

Shattered Star Exiles has only ONE potential tech sellers catering to 8 other buyers in the alliance. Nueva Vida is also short of sellers so we havent really been able to do much in terms of providing reliable long term tech sellers....so here is my proposal to fix both these things...
One of our protectorates, Republic Of Sovereign States, an alliance of 8 members, has the exact same issue. Their alliance of 8 members has only one potential buyer. I will be working with both SSX and RSS, trying to setup a long term tech deal, by which SSX gets loads of tech and RSS gets loads of money to grow their nations.
This is the basic Outline of the deal :
Total Money sent by each buyer = 30 mill
Total tech received by each buyer = 1000 (@3mill = 100 tech)
Duration = 60 days
Deal Procedure :
Day 0 : SSX buyers send out 15mill each.
Day 10 : SSX buyers send out another batch of 15mill.
Day 20 : SSX buyers receive 250 tech
Day 30 : SSX buyers receive 250 tech
Day 40 : SSX buyers receive 250 tech
Day 50 : SSX buyers receive 250 tech
Risks Involved and Security :
Sellers mess up ---> in this case, Nueva Vida will cover it and make sure that each buyer does receive the total tech shown above...
Sellers get attacked ---> All participating sellers will have "Protected by Nueva Vida in their AA. Even after that, they do get attacked, then the reps will cover the loss of tech and money.
Again ,we will work around this, from past experience this is quite easy to fix...
Why isnt Nueva Vida doing this ---> all our aid slots are kinda tied down with the new banking system that we are working. It will be quite a while before that is up and running smoothly...thats why we are looking for reliable buyers from allies. Also figured this will be a good chance for both alliances to meet.....mature leaders and all that jazz
What you have to do :
I need FIVE buyers, with FIVE foreign aid slots each. If possible 20th January....or latest 25th JANUARY.
This means, the buyers will have to cease or complete all current deals and keep FIVE foreign aid slots for 20th or 25th JANUARY.....
