Admin Approval for new registrations

I have enabled this today, to pre-empt a potential problem with someone in WoW.

Catch me on IRC if you have someone who is registering and I'll enable them, otherwise, it may take an hour or two.

I'll turn it off after a few hours, but I cannot be in front of the computer consistently for most of today due to some heavy stuff going down here at the office, and I have no patience for idiots.
